The 4/2: the seventh slips into the bass in passing, and the bass inherits its obligation — down a step, onto the first inversion.

Quarters arrive with the corpus’s first genuine harmonic rhythm: the bass passes down from the dominant through its own seventh and must keep falling — the 4/2’s bass is the one bass note in the vocabulary that is forbidden to stand still or leap. The upper voices hold; the tenor’s leading tone then rises as the first inversion arrives.
The three upper voices of the model realization fit under one hand. The right hand does not move while the bass slips through the seventh — two quarter notes of pure left-hand obligation: take the dissonance, pay it. Carry it into F major, Eb major.
