With desire, with eagerness.
Printed above the staff at the start of the phrase it colours; like most character words of its kind it carries no dynamic of its own, and it lasts until the next character word or tempo change.
Voglia is longing or desire: an eager, yearning delivery, the line pressing forward and the tone warming as it rises. Scriabin uses such words to mark the striving, sensuous character of his late music. Use it sparingly, and only where the writing itself yearns — rising lines, harmony that will not settle.
Scriabin, Piano Sonata No. 5, Op. 53, m. 17: “con voglia”, with “poco cresc.” two bars later.
Con voglia is one of 1755 terms in the Gradus musical dictionary: the words, abbreviations and instrument names that appear in printed scores, plus the vocabulary composers use to talk about them.
