A rest occupying an entire bar renders as the whole-rest glyph in every standard meter, independent of the meter's arithmetic value

When an entire bar is silent, engraving convention places a single whole-rest glyph centered in the bar regardless of time signature — a bar of 3/4 rest is a whole rest, NOT a dotted-half rest matching the bar's arithmetic length, and a bar of 6/8 rest is a whole rest, not a dotted-quarter-times-two. Gould documents exceptions only for unusually long or additive bars (large numerators), and for true multi-bar silence (a different symbol, see multi-bar-rest-not-supported).

This rule can be decided from pitches, durations and voices — no layout required. A validator can check it before anything is drawn.
